Anime Icon Tutorial for PS 7
Here's a tutorial for an anime icon made in Photoshop 7. I think it's translatable.

Right-o, credits are listed at the bottom.
So:
1.) Start with your base, any size you like (although 100x100 is standard). Sharpen it once. (Filter>Sharpen>Sharpen).
2.) Now, duplicate your layer. Desaturate the top layer & set it to Soft Light, 100% Opacity.
You should get something resmbling this:

3.) Next, create a new layer. Fill it with a dark blue or navy color (I chose #253A5D) and set that layer to Exclusion, 100% Opacity. Should look somewhat like this:

Easy so far, ne?
4.) Now we get to have some FUN, and vary what we've been doing. Apply the below texture:

Set it to Overlay, 100% Opacity. I got this:

5.) Now, that's REALLY bright, so we're going to fiddle around some with it. Create another layer and fill with a grey-purple color. I chose #A9A6B1. Set this layer to Multiply, 100% Opacity.
Doing that got me this:

6.) The next step is always fun: adding text! Here are my settings:
Color: White
Font: Garamond
Size: 14pt
Text: starlit_sorrow
Effects: Drop Shadow (the settings on that are default)
Layer: Normal, 100% opacity
Gets you something like this:

7.) The very last step is to add a border. Select your whole icon with the Rectangular Marquee Tool, and copy the layer (Ctrl+C). Create a new layer, and with the icon still selected, go to Edit>Stroke...
My settings:
Width: 1 px
Color: White
Location: Center
Mode: Normal
Opacity: 100%
Preserve Transparency: Unchecked
Which got me this, our finished product:

You're done (yay!).
Please don't use the icon I made. It's for my LiveJournal community. I just thought you might want to know how I got the effect.
