Bluish Coloring Tutorial
This will be my first tutorial haha.. so sorry if it sucks (:
We'll be going from

First you crop, resize, sharpen, etc tec to get your base.
Next you're going to duplicate the base, set it to hard light.
Now create a new raster layer, set it to burn 100%, fill it with #BFDCF5.
Duplicate the burn layer ONCE.
Last, Create another NEW raster layer, set it to overlay at 55%, fill with #1E0B4D.
And you're finished!
