I've been a member of this community for ages, and finally, I think I have a tutorial worth posting. It's really easy. I made this icon using Paintshop Pro 7.
From
to 
1) Of course, crop your image to 100 x 100.
2) Duplicate your base, flood fill with #F9CB69, set to DARKEN at 100% opacity.
3) Duplicate your base again, place it above all previous layers; OVERLAY at 50% opacity.
4) New layer, flood fill with #16097B; SOFT LIGHT at 100% opacity.
5) Merge. (LAYERS > MERGE > MERGE ALL (FLATTEN)) Save your icon as .PNG for better image quality. Done!
Optional: To get the text (Arial at size 20), I added a new layer after step 4, set it to SOFT LIGHT at 100% opacity. Then merged.
