A very Simple Tutorial
How to turn This into 
with something as low as Photoshop Elements 2.0!
| First We Take the image and crop it to 100x100
| Now we go to Enhance>> Brightness/Contrast
| Filters>>Sharpen once (or more, depending on the image your using)
| Now Make a new layer and fill it up with 
( #1C469D ) put it under the original layer. Put it on Lighten. Merge thise two together
| Same as the previous step except use 
( #F5F1B6 ) and Darken It
| Now add a border.
| I cant think of anything witty to put there so I just put down some tiny text ( arial 0.26 pt )
