1. Okay, first get your base and sharpen it twice
2. Now get the soften tool and go over the Skin Only
3. Next go to brightness and contrast > Automatic Contrast Enhancment and use these settings; Dark, Mild, Bold
4. now go to Hue and saturation > Automatic Saturation Enhancement and use these settings; Normal, Strong and leave the skintone present unchecked
5. now go to brightness and contrast > Automatic Color Balance and use these settings; Strength 31, Temperature 7745
6. Make a new raster layer. Layers > new raster layer; and choose the flood fill tool and have the color #0D004C to the whole layer. Set the exclusion 20%
7. Now merge all your layers and add a border and text! Voila!
