palettes not coming up in PSP

I use PSP X, so when I went to open it, everything checked out but my Palettes tools didn't come up. The usual Overview, Materials, and Layers. I checked everything off, but still nothing's coming up. Anyone know what I'm doing wrong or if I haven't checked something off, etc?
