001) Duplicate the base layer and set the layer to screen 100%.

002) Make a new layer and fill it with #004a75.  Set the layer to exclusion 66%.

003) Create a new curves layer with the following settings.
          [RGB]       In: 179   Out: 186
                            In: 83     Out: 36
          [Red]        In: 153   Out: 135
          [Green]    In: 139   Out: 147
                           In: 91      Out: 86
          [Blue]      In: 142     Out: 156

004) Create a new layer.  Fill it with #000040 and set to exclusion 18%.

005) Make a new color balance layer with the following settings.
          Midtones: -63, 54, -32
          Shadows: 8, -15, 17
          Highlights: 11, 8, 36

006) Make a new brightness/contrast layer with the following settings.
          Brightness = 0
          Contrast = 18

007) Make a new posterize layer.  Make the posterize level be 25, then set the layer to soft light.
