Okay, hopefully this will be helpful to somebody! :)
PSP 8 tutorial;
From this to this

Crop it anyway you would like and make it 100x100
I did mine like this:


Then I would duplicate the base and set to screen at 70%
You should have something like this:


Now for me that is too light so I would duplicate the base again, and set it to soft light 100%
You should have this:


Now comes the coloring part.
Make a new layer on top of your screened layer and fill it with #062A3E and set that to exclusion.

and after your done with that merge them together so its just one image.

Now after you do that duplicate the base and set it to soft light 70%.


And make a new layer filled with #093173 and set it to dodge 70%.

Make another new layer filled with #75C5FD and set it to burn 100%.

Make another new layer and fill that with #E3C3FF set that to saturation 40%.

And thats it your done. I added a brush and some text and ended up with this. But you dont have to. This is what I got though:

All I did was I added a brush and the text.
this brush and the text "always" font=pushkin size 14. Thats it I hope it wasnt to hard. I also use PSP but hopefully it could be transferrable.
