how do you get this type of colouring?

is it even a type of coloring or just a matter of layers & such?

um theres two that i would like to know how to do. if you can get me a very similar tutorial of your own or someone else's, i'd really appreciate it ♥

EDIT: i use psp7 btw. but any tutorial for any version of psp will be fine.
