Scratchy effect in PS7
I use PS7 and was wondering if someone could tell me how to get the scratchy effect on the background of this icon:

I remember this being asked recently but I went back over 300 entries and couldn't find it... but I seem to recall it involving Filters > Noise > Add Noise and then Filters > Noise > Dust and Scratches, but that doesn't give the same effect (actually, the Dust and Scratches bit doesn't seem to change anything).
So yeah, can anyone help me?
