Icons with only Photoshop?

I, unfortunately, haven't been able to purchase a copy of PSP 8. Any edition of PSP, actually. I was wondering if there was any way to make good icons using only Adobe Photoshop? (I have Photoshop 6.0). If anyone has any ideas, I'd love to hear them, because I have some good ideas for icons, and a few semi-decent ones that would be shareable with a better program, or more secrets.
