Layer 1: Base just resized and cropped.
Layer 2: Duplicate base set to screen 100%.  Sharpen.
Layer 3: Duplicate layer 2
Layer 4: fill with #010619 set to screen 100%
Layer 5: fill with #04fdd1 set to color burn 35%
Layer 6: fill with #fab58d set to color burn 85%
Layer 7: New Adjustment Layer>>Curves
RGB click once input-122 output-133
Red click once towards top of line input-178 output-187
         click again towards bottom input-78 output-78
Green click once towards top of line input-172 output-192
         click again towards bottom input-98 output-92
Blue click once towards top of line input-183 output-194
         click again towards bottom input-77 output-86
Layer 8: New Adjustment Layer>>Brightness and Contrast
Brightness-+7
Contrast-+19
Layer 9: fill with 010427 set to exclusion 100%
Layer 10: New Adjustment Layer>>Brightness and Contrast
Brightness- -10
Contrast- -4

Blur skin and/or background if needed.
