I have a tut for you, because
pc_timestwo asked and her wish is my command.
We are doing this icon in PS7:

1. Take a pic, crop it. This is my base, sharpened:

2. Duplicate twice.
Make the first duplicate (
) very contrasty (image->adjust->brightness contrast) and then set it to softlight.
Desaturate the second duplicate and set it to screen.
3. Add the usual dark blue exclusion layer (#0C0932) on top.

4. Add on top of that a layer in this color: #7B0046. Set to lighten.

5. Now add a transparent layer on top of your desaturated pic of the pretty Sparky. Ergo under the exclusion layer.
We play with brushes now. The link to the brush credit is in my userinfo. I used this one (I make the background black so that you can see it better, but it should be transparent)
color: #CDCDCD, leave blending mode in normal

which leads to this:

6. new transparent layer, new brush, color # ADC7D2. Again leave in normal. (I had two different layers but I figured I could show both at once).

7. last transparent layer (still under the exlusion layer), a blotch with that color: #F2969B
-> 
8. And we need text. I used Stinkbomb in black, still under the exclusion layer. And we are done.
(To vary with the colors, choose another layer color for the lighten layer or choose a light brown instead of grey.)
