Newbie here x.--> Text Outline in Elements

Hey everybody, I'm a natural graphic desgin person. But I have one question ask, ( Oh yes, by the way, I use Adobe Elements )

Is it possible to do the text outlining in Elements? I've been trying forever, and I still can't get it. Thanks!
