Can't select "copy merged" in menu
I'm following a tutorial by 
dtissagirl and one of the steps is copy merging some layers. I can't figure out why, but I can't select it. I screencapped it which you can see here. I made some of the locked layers invisible, but it still won't let me select "Copy merged." Anyone know what I can do? Thanks.
