I've tried looking through the memories and can't seem to find what I'm looking for. If I have missed it could someone please link me, if not is there anyone that can help me.

In the icon that I'm using, I'm wondering how to do the animation. It looks like the sparkles are static but there is like a glow and that is what I'm trying to get. I hope I'm being clear enough :/

I use PSP 9 and AS 3
