go from  to   using PS7 but pretty I'm sure you can translate it to PSP or something. :)

Hey this is my first tutorial, so if theres anything thats confusing feel free to comment and i'll respond asap. :)

sooo.. here it goes! :)



I'm going to start with this pic as my base.



from the cap_it (community)

and I'm going crop it 100x100px to this:



and mess with the brightness and contrast so I used these settings:



Then duplicate the icon 3 times and change it to multiply, screen, and soft light so it should come out like this :



and your layers palette (sp?) should have these three layers.



Now, create a new layer and add this color . Set it to color and you might want to mess with the opacity a little. I used 53% :)

and now you get :



Now, make a new layer and take this color and once again set it to color and mess with the opacity. I used 20%.

and you  have :



So take this texture(i'm not sure who made it.)[texture made by awmp :)] and set it to hard light 100%.

then you get :



and move it around till you get the dots where you want it.



Then erase all the dots on her face and duplicate the layer.



Now take this texture and go to images>>rotate canvas >> 90 degrees CCW and then images>> rotate canvas>>flip horizontal

then put it on your icon and place it like so :



then set it to hard light 100% and you get



now add some text...



i did "smile" using these settings :

and for the tiny text i used this brush that i made specially for this icon:
