Mkay, We're starting with this picture.
Crop and resize your image, I also blurred her skin and sharpened her lips a bit.
Next, you'll want to duplicate your base and desaturate the duplicate almost all the way, but leave just a little color.
Next, on the duplicate, take your eraser and erase the part or objects in the base that you want the color of to show through.
Next, make a new layer and set it to lighten, then take the color that shows through, or any other color and use the brush tool to trace over her top.
To finish it off, I added some text (Angelina 12 px) and a brush
