Adding Animation to a Certain Part of the Icon.

I've looked all over the memories for this, but I can't seem to find an entry that explains how to add animation to a certain part of my icon. See I want to add a motion blur transition to it, but only to the text. Can anyone tell me how I do that? I'm using PSPX and AS3.
