How to go from
to 
First, start off with the base image.
From here, we sharpen twice. Then blur the skin on the girl, not the zombie.

Then we do a monochrome effect. Layer > New Adjustment Layer > Channel Mixer.
For ‘mode’, choose ‘Luminosity’, then ‘ok’.
Red should be at 100%, green we’ll put at +30, blue at +30, and select ‘Monochrome’.

Create a new layer over the adjustment layer, and fill it with ‘DAE6FF’. Set the fill layer to ‘Overlay’ with the opacity at 60%.

In the upper left hand corner, I added the text ‘dance with death’. The font is Edwardian Script, and the ‘Outer Glow’ settings are
Blend Mode - Normal
Opacity - 100%
Noise - 0%
Color - Black
Technique - Precise
Spread- 0%
Size- 8px
Range- 50%
And we’re done!
