Twinkle lights.

I use Photoshop CS and Image Ready

I looked through the memories for PS and IR but with no luck so I need help with twinkle lights.


Little explanation: I want to make this with twinkle lights and I wanted to know if it was possible to do so in PS and IR. If anyone knows how please tell me, thanks ^-^.
