Claire Redfield 'Monochrome' Tutorial - PSCS, can be translated to PS7 or PSP
How to go from

First, we take our picure,
, and choose whatever you want to be included in the icon. I chose;

Now here, you can duplicate, blur the skin, sharpen the eyes, and lighten the picture, if you'd like. Do whatever you'd like to fix your image. All I did was sharpen the picture twice, then blurred.
Doesn't look too different, but here's how the image looks now.

Then, I went to Layer up on the tab, and chose Layer > New Adjustment Layer > Channel Mixer. On the drop-down list, you want to choose 'Luminosity'. My levels are Red - +108, Green - +102, Blue +84, Constant - -24, and click on Monochrome.
Your picture should look something like this;

I then use this texture; (I only use the upper-left corner, but use whatever portion of the texture you'd like. I found the texture on a website. Unfortunately, it's only labeled '500mntexture11' so I can't tell you who made it. =\)
to achieve this effect.

The color I used on the texture is #CCE5FF and set the brush layer to hard light. If you'd like, you can erase the texture on her clothing and/or skin. It's up to you.
Now, we go to Image > Image Size and set the pixels to 100x100 for our icon.
Finally, we add some text. In the upper-right hand corner, I used the BIOHAZARD font at size 36. then, We right-click on the text layer, and choose 'blending options'. Choose 'Outer Glow' and the following to get the same effect.
Blend Mode - Normal
Opacity - 100
Noise - 0
Color - Solid Black
Technique - Precise
Spread - 18
Size - 4
Afterwards, go to Layer > Flatten Image and save.
And here is our final result;

You can mess around with the monochrome effect on different pictures to see what you get. Some pictures look good with it, some don't, do have fun.
