Hello, I was asked in one of my recent icon posts to make a tut for this coloration. Its very similar to previous ones but I thought, what the heck, might as well.
Go from
to 
1)Start out with your base image. I got this from a screencap from

Base:
*Sharpen twice, use the sharpening tool to sharpen the eyes a bit.One or two clicks should do it.
We get:
2)Duplicate this base two times. Top layer: Set to soft light at 100%. Middle Layer:Set to screen at 100%
We get:
3)Create a new raster layer on top. Flood fill it with a dark blue. I used #1b273d. Set to exclusion
Color:

4)Create another new raster layer. Flood fill with a peachy beige color. I used #e8cfbe. Set it to mulitply at 66%
Color:

5)Create another new raster layer and flood fill it with the same peach color. Set to burn at 66%
We get:
6)Create a last new raster layer. Flood fill with a light blue. I like to make sure my blues have a bit of gray in them so it doesnt look to sharp. I used #C6d7da and set it to burn at 100% This should make the greens and the blues pop out.

*Im terrible at text but in case you are wondering the font I used was called VPortableRemington. Small text 7pt, .005 tracking, Large text size 11, .2 tracking. I used a slightly peachy shade and dropped a shadow once.

(I used a brighter orange color on multiply, no burn layer otherwise the same)
(Careful with the blue! I dont believe I even had a blue burn layer. Only tan multipy and burn layers)
