Hi, I was wondering how to get a black and white manga pic. colored like this one:

I don't get how to blend it like that, and the girl who made that icon uses Photoshop: Adobe Elements, as do I. I looked through the memories, but didn't find it. If anyone could help, I'd appriciate it, thanks! :D
