Camera flash effect

Hi, I was wondering if someone could please explain to me how to make the effect of a camera flash going off. I don't have a specific example to share, but for instance in this base: if I would like to make it look like the flash of the camera is going off. I use PSP 6 and Jasc Animation, any help will be appreciated-thanks!
