Bright blue/light yellow effect?

I can't figure out the coloring someone on GJ used for this graphic (I can't remember the user, sorry, please let me know if it is you). It's behind the cut because it's big.


I thought it was exclusion blue and yellow soft light, but that didn't work. Maybe the yellowy color is exlusion? I'm probably using the wrong shade. Any help/suggestions are welcome. Thank you.
