Simple.

I did this with PSP9 but it'll work on anything
1. Crop an image like so:

and then duplicate the layer and hit it with 100% soft light:

2. This is just my personal preference but I tend to make copies of images and then merge them later.
So merge all layers ( layers > merge > merge all ) and copy and paste as a new image.
3. Take image 2 (the copy) and greyscale it (image > greyscale):

5. Then Brighten it (adjust > brightness/contrast > brightness contrast).
-I used Brightness: 8. Contrast: 50 but it really depends on the image. What works best is resetting each time to 0 and 0 and brightening the image, and then contrasting. That's how i do it.

6. Then Paste image 2 back onto the original image. Hit it with hard light 100%. Add a border and some text by
dearest:
