Go from
to 
1.Crop your pic but don`t resize it yet.
2.Smoothen the skin(except the lips) with your blur tool set to 50% opacity.
3.Resize your pic to 100x100 and sharpen it once.
4.Desaturate it by 54% and duplicate it three times.
5.Set the first copy to Multiply at 48%,the second to Soft Light or Overlay at 16% and the third again to Multiply at 28% opacity.
6.Sharpen the eyes (and if you like the rest of the face,but lower the opacity of your sharpen tool to under 50% for that)on the Multiply and Soft Light layers a bit with your sharpen tool set to 50% opacity.
7.Take this base by
colorfilter,paste it over your top layer and erase the part covering his face and shoulders with your eraser tool set to very low opacity and hardness.
8.Create two new raster layers and apply this brush below by absolutetrouble.com in #845408 on the first layer,set it to Multiply at 40% opacity and again erase the part covering his face.
9.Finally apply this brush by hybrid-genesis.net in #5437QA on the top layer,mirror it,set it to Multiply at 38% opacity,and that`s it :)
