PS7 problem

All of a sudden, for some reason, I can't copy & paste picture from my browser into photoshop. When I try, instead of pasting in whatever image I copied from a website, it pastes in whatever image I last copied inside of photoshop. Does that make any sense? And does anyone know how to fix it?
