dashed lines?

i was wondering how to make the light blue dashed lines on photoshop 7?

notice that they aren't dotted lines. i know how to make them. i've looked through the memories AND tried everything in photoshop, but somehow i can't find a way to make these curvy, dashed lines.

or might they possibly be brushes?

i found a brush set by 77words but i would like to know how to make the dashed lines please.

i achieved a similar effect by using the line tool on a new layer then Ctrl + clicking the layer, and hitting delete a few times. but it's a straight line, and not a curvy line.
