I'm having a problem with resizing. :(

I'm not exactly "new" to PSP, but I'm still a little PSP dumb. I used to use PSP7 & just recently downloaded PSP8. I went back through the memories & looked at every entry about resizing, but I found nothing that describes my problem. I'm almost positive I have all my resize stuff set to the right thing, but when I resize .. my pictures don't get any smaller. If I open a picture & resize it to 100x100 the only thing that happens is instead of it saying 100% background it will say 76% background. I have no clue how to fix this so any help would be greatly appreciated. ♥
