Pop-art question, for PSP9

I've been seeing all these tutorials for the pop-art style, where there's a line around the image (like the person's head), and I checked back a bit and then through the memories and only found this one here.

All of them that I've seen are for Photoshop, and I was wondering if anyone had any other techniques, or any tips besides what that tutorial has to say. I'm not that good with the selection tool (I tend to avoid it at all costs because I can't figure out how to get it to work right most of the time) but if that's the only way, I'll figure it out.
