I use Photoshop Elements, I was wondering how to get the text effect on this icon:

I tried using motion blur, but it doesn't work quite like that.
(Not finished, once I noticed it wasn't working quite like that, I gave up...)
I searched for this in memories, but couldn't find it either. Can anyone help?
I also have PSP 7 and Jasc AS.
