in PS Elements 3 (I don't know if it's translatable or not)
You'll be needing a good knowledge of layer modes for this
1. Make a new layer. Take the gradient tool, and set the gradient as violet, orange. Drag from the top right corner to the bottom left. Set the layer blend to screen and merge the layers. You should have something like this_>
2. Make another new layer. Take the gradient tool, and set the gradient as this _>
. Drag from the top right corner to the bottom left. Set the layer blend to overlay and merge the layers.
3. Make a new layer. Use this_>
brush, found at anemyn_images, in balck, and set the layer mode to soft light.
4. Duplicate the layer, and set the opacity to 50%. Merge all visible layers.
5. Next go to filter>artistic> paint daubs, set the brush size to one, the sharpness to seven, and the brush to simple. Click OK.
6. Finaly, use this_>
brush (also found atanemyn_images) as a border.
