This is how your project will look in the end:

Start off with a 100x100 base. Open your image and drag it to the base. Move and resize till you're happy:

Go to Touchup -> Brightness & contrast. Set brightness to –50 and contrast to +100. Then to make it look just a little bit crisper, go to Photo & color effects -> Illusions. Pick Cutout. Set advances options to Transparency 50 and Number of levels 8:

Now make a cut out of Zechs: go to Crop or trim -> Create a cutout. The Edge finder always works good on anime pictures. Leave the cutout in the original project. Use the Crop or Trim -> Trim cutout/Cut a hole to cut out the area between his leg and right arm.
Now select your image. Go to Photo & color effects -> Emphasize. Pick Diffuse glow.
Now select your cutout. Go to Photo & color effects -> Color or texture -> transparent fade even. Set to 25:

Now for the border…
Phase 1: add a square (No fill, line color yellow, line thickness 4). Go to Photo effects -> Color or texture -> transparent fade gradual. Pick the spiral fade and flip the gradient. Move and resize till you're happy. I've placed mine under the cutout:

Phase 2: add another square (No fill, line color red, line thickness 4). Go to Photo effects -> Color or texture -> transparent fade gradual. Pick the middle fade. Move and resize till it almost overlaps with border1. I've stretched mine, so the fade falls more toward the left and moved it so you can only see two sides. Again I placed mine under the cutout:

Phase 3: add another square (No fill, color black, line thickness 2). Move and resize till you have a pixel border:
