Outlining Text

Okay I'm getting frustrated trying to figure out how to outline text. I usually added a shadow to it, but I don't like the way it looks. I looked in the memories for a tutorial, but they were all for PSP. I'm using Photoshop and Image Ready.

I'm sure you know what I'm talking about, but if you want me to post an example I will. My cousin told me to double click on the text layer and prperties would pop up and choose outline, but I did and I couldn't find it.
