Simple Coloring Tutorial
This is my first tutorial. It's for PSP9 but I'm sure it's easily translatable.
We'll be turning

Okay, so my base is really blurry and gross. The first thing you want to do is sharpen it. (I sharpened my base twice because it was so blurry.)

Now you want to duplicate your base THREE times, set all three to Screen.

As you can see, it looks really unattractive now. Just wait. (If your base is lighter than mine, you may only need to duplicate it twice.)
Now we're going to create three new layers on top of all the other layers. Fill the first layer with #000040 and set it to Exclusion. Fill the middle layer with this gradient by
crumblingwalls. Set the layer to Multiply.
Your icon so far:

Now, fill your upper-most layer with this gradient, also by
crumblingwalls. Set the layer to Lighten.
We're almost done:

The last thing to do is duplicate your base and drag it to the top. Set the duplicate layer to Soft Light and desaturate it.

That's it. Easy, huh?
