Glowing - PS 07 (may be adaptable)
Alrighty, so this is my second turtorial. This time we'll be going from:

First things first, get your base. If you don't have a base, you're not going to be doing anything worthwhile then, eh?
Duplicate the base twice, desaturating the second one and setting to overlay at 60% and the top one to soft light.
Add this texture by gender and set to darken.
Next is this texture, by meleada. Set to lighten.
Add this brush, created by pyrogrl. I have it on overlay at 36%.
Lastly, add any text of your choice.
Done.
