I use photoshop. 1 is translatable, not sure about 2 (uses pin light/color burn).
ICON ONE: "RAIN"
This a fairly simple effect to achieve, though quite pretty. So I'm going to go pretty in depth with my choices of things.
Pick your picture.
I usually choose a picture based on a couple factors:
1. Does it go with my lyrics. In this case the lyrics involve rain and flowers, so either one of those would be perfect.
2. Does it go with my series. This series involves most people's body shots, no heads.
3. Is it ok quality. This isn't really a big deal with icons, but I like quality.
I found this girl holding flowers over at gettyimages.com

Then I cropped it into a square using the rectangular marquee with a fixed aspect ratio of 1 to 1. The crop is very important on an icon like this. I knew I wanted the text to be on the left side and vertical. So I left space there. I also cut out the head, because I am really focusing on the flowers. I sharpened the image once and resized to 100x100. Not much resizing needed in this case, but if you are resizing at all sharpening once is always a good idea.

Next I duplicated the base twice.
Top layer: desaturated, darken 100% - this defines the shadows a little more in the case of this image
Middle layer: soft light 100% - this clears up the base a bit, brings out the contrast more

I'm aware this is kind of ugly, but it won't stay that way so don't worry.
The next thing I do is textures. These are very important when making this effect. The first texture I found had a colored bar all the way to the right. I knew that I wanted my text on the left so i went to edit - transform - flip horizontal.
(after transformation)
dearest
I set this to soft light 100%

Yes still ugly, but here's the fun part!
The next texture I used is mostly for color. I found a pretty pink one at
dearest

I decided to keep it pink after trying out many different colors by going to image - adjustments - hue/saturation and playing with the hue bar.

Set to hue 100%

Then I added text.
Times New Roman size 10 strong #E4CECF
T H A T M A K E S T H E
F L O W E R S B L O O M
Edwardian Script ITC size 72 strong #E4CECF
rain

That's all! And it looks so pretty! Yay, show me what you make if you use it.
ICON TWO: "EYELASHES FALLING"
I selected an image for my base. On this one, I didn't worry about the head since there wasn't one. However, I wanted to get in enough of the well to make it obvious and leave some space at the side. Here's the original picture:

I cropped it, sharpened once, sharpened again - fade sharpen 50%. Then I resized it 100x100

Duplicate the base twice
Top layer: screen 100%
Middle layer: desautrated soft light 100%

I took this texture
dearest
and set it to lighten 50% fill 70%

Then I took this texture
dearest
and set it to pin light 80%

Then I took this texture
dearest
and set it to overlay 30%

Then I added text
Freebooter Script size 30 strong #49590D
eyelashes falling
and set the layer to color burn 100%
Times New Roman size 9 strong #A43927
A N D W I S H E S W A S H E D A W A Y
and I duplicated that layer
