Alignment problem in Photoshop

I have Photoshop CS2 and when using the move tool or the arrow tool, I have noticed that I can't use the align buttons at the top.




I hope the picture explains this better. I have no idea why it won't work, since it will work in ImageReady.

I have already deleted my prefs, and it didn't fix the problem.

Any suggestions would be much appreciated.
