Can someone point me in the right direction?

I'm after a tutorial on how to make those icons that have text 'bounce'. It comes in from the left, bounces when it reaches the end of the icon at the right(not sure if im making sense). I've had a quick browse through the FAQ/tutorials but as I dont know what its called or what programs it uses I really am a little stuck.
