This is my first attempt at a tutorial. Comments and feedback is welcomed.

We'll be starting with this image...
...of a band member of Seraphim Shock.
First crop the picture and resize it to get this:
Next, add this color,
, as a layer. Set it to Color (L) (100%)
Now you should have something like this:
Add this texture,
by who I don't know, I'm very sorry. And flip it or mirror it to your fitting. Then set it to Soft Light, 60%
Now you have this:
Next take this brush:
(made by me) and paste on as layers two times. Set them up so the fix neatly, and set them to Multiply 40%.
Now, left with this:
you only have a few details more...
I thought blue stars would go well so I used this star:
(by me) and randomly placed them where they looked nice. Set them to Multiply and different %'s and sizes for a nice contrast.
Now just add a 1x1 pix. border, the same color of the blue screen, and you're done!
