This is how your project looks like in the end:

Start off with a 100x100 base.
Open your image and drag it to the base. Resize and move it in the right position. I made it B/w (Photo & color effects -> Color or texture -> Black & white) cos that will make it easier to create the cutout later.
It's always a good idea to start with a little touchup. Go to Touchup -> Brightness & contrast. For this image I set Brightness to –5 and Contrast +100:

Now go to Crop & trim -> Create a cutout. Choose 'by color selection'. Select all the black areas. Leave the cutout in the original project.
NB: The important thing about creating a cutout by color selection, is that you have to do it right at the beginning, before your start adding more objects to your project. As soon at there are multiple objects, the color selection goes all wacko and is impossible to use.
Now a color injection:
Add shape -> shape -> square. Set Fill Color to gradient. Pick some cool colors and resize and move it till you're happy. Then go to Photo effects -> Color or texture -> Transparent fade even. Adjust the fade till the desired intensity (in this icon: 56):

Now move your cutout to the top of your object stack, so it's on top of the gradient:

For the border: Add shape -> shape -> rounded off square. Set Fill color to No fill and Line thickness to 10. Pick a suitable color. Now go to Photo effects -> Color or texture -> Transparent fade gradual. Repeat the process with a different color and a different fade. Lay them on top of each other:

At last: adding some text.
'Yuy' and ~ are Arial Black pt 8, color: black. The ~ is then stretched out (Change text box -> Stretch text to fit box) and moved under the color filter. 'Heero' is Arial Black pt 6, color: white and moved underneath the color filter:

Voila
