My My My how the time does fly..

i didn't seem to find my answers in the memories, or they weren't explanitory enough for me

But here are 2 quick questions.
*i have paint shop pro 7 and animation shop 3

1.how do you animate only a certain part of a icon?
for ex.) i want to make a icon of a radio.
and i want the background of it to animate a static effect.
so i was wondering how to do that..

and number 2:
how can i make text exhibit a texture effect that i make?
for ex.) putting a taxi colored checkered effect on the word taxi?
