So I was asked to make this, and I posted it in
mharicons and then figured I might as well crosspost it here.
How to make icons like these.
This tutorial is written for Paint Shop Pro 7.
1. Pick an image. This technique works best with photos that are already a little fuzzy or low-res, to add to the impressionistic effect. It also works better on distant figures rather than closeups.

2. Crop your image to a square.

3. Go to Colors > Adjust > Levels. Under Input Levels, change the middle number to something between 1 and 3. Repeat as needed get a washed-out, faded effect.

4. Go to Colors > Adjust > Hue/Saturation/Lightness and up the Saturation by about 10.

5. Resize to 90x90.

Go to Image > Canvas Size (not Resize) and change it to 100x100, centered.
6. Do a Select All. Contract the selection by 6 and Invert Selection.
7. Go to Effects > Blur > Gaussian Blur and set the radius to 2.0 - 5.0.
8. Drop the selection. Merge all layers if required.
