Hello, can anybody tell me how to make the sparkly effect that is in this icon? And also the letters that light up. If there's already a tutorial on it, I didn't see it, but if so, if you'd link me to it, that would be great. By the way, I'm using Paint Shop Pro and Animation Shop. Thanks!
