PSP7 Question

I go to copy a big photo and paste it as a new layer onto a banner sized palette. when i go to use the deformation thing to twist it and move it around to how i want it i get an error "could not apply the deformation using the specified settings. size of deformed image exceeds maximum sized allowed"

I never used to get that when I did this before, so either im doing something wrong, there's a setting im forgetting, or i dreamed up having done this before (which i dont think thats it haha)

help?
