Resizing Problem

I've been searching in the memories for ages now and I can't seem to find what I'm looking for. I saw the answer to my problem a few days ago but I haven't seen it since. I made a moving icon (I don't know the proper name XP) on PS and it's way too big for LJ. How do I make it the right size? Any help would be greatly apreciated.
