First take this base of Cogsworth . Sharpen it.
Place over it in soft light.
Then place this texture by colorfilter in hue. Erase what you find unnecessary. .
Then place this gradient in lighten and change the opacity to 47% and the fill to 45%. Finally add the text and there you go :).
