I checked in the archives, but there didn't seem to a related entry. How do you get the transparent effect like this?

I tried using eraser... selection tool with feather set to 10... adjusting the opacity... but it doesn't have the slow blending effect of this image. Mine is very obvious, if you know what I mean.
